We want to take the opportunity  to introduce a new associate partner Clare Wright who will now allow Fyne to provide a full and extensive planning consultancy service.

Service

We can assist clients to achieve sustainable well designed developments on smaller scale schemes in villages, towns and neighbourhoods. In times of economic challenge, good quality advice, value for money, and timely delivery are essential to our clients. We seek to innovate to give you that extra edge in such challenging times to help your project succeed.

Where projects demand we draw in other specialists such as environmentalists, heritage and tourism practitioners, access consultants and right of way specialists.

We can be engaged to work with you all the way through your planning application. From planning applications for alterations, extensions and new homes, for making new applications and to re-negotiate current, withdrawn or refused applications.

Through to advise on planning appeals either renegotiating a scheme with the local authority, which can be quicker and more productive than appeal; or to make a formal appeal to the Planning Inspectorate through Written Representations, Informal Hearing or Public Inquiry procedures.

About Clare Wright

Clare Wright is a Chartered Town Planner and urban design facilitator with over 20 years experience of planning and design in local government, not for profit and private sectors across England, most recently with Kent Architecture Centre, one of the leading regional centres in the country. Clare Wright has developed and contributed to programmes for various clients including English Heritage and CABE, Royal Town Planning Institute, South East region, former ODPM, CLG and design practices, private developers and homeowners.

Clare led the team that developed the English Heritage and CABE national training programme, Building in Context Toolkit. She contributed to the Manual for Streets national training programme and led the development of IncluSave inclusive environments regional programme for Kent Architecture Centre.
She led the development and management of CABE and Housing Corporation’s Anglo-French Affordable Housing Competition and Research with University of Greenwich.


She was 2006-09 Chair of the RTPI South East Regional Planning Awards and is a member of the Regional Management Board for the South East region of the RTPI. She is a trained Planning 4 Real ™ Facilitator and a Member of the Institute of Leadership and Management.

Dealing with CDM Regulations and the Approvals Process

Construction (Design & Management) Regulations 2007

CDM imposes significant duties upon the Client, including ensuring that adequate procedures are in place to manage Health & Safety throughout the project. All clients are obliged to make an early appointment to the role of ‘CDM Co-ordinator’, and the role requires them to establish the vital “thread” of health and safety from concept to completion of a project. FYNE are able to manage this process for you including;

• Notification to the Health & Safety Executive
• Working closely with the design team throughout the design and construction process, to achieve hazard elimination
• Advice and assistance with regards to management arrangements for Health & Safety
• Compiling Pre-Construction Information for provision to designers and contractors
• Advising the Client with regard to competence and adequacy of resources of those he appoints
• Advising the Client on adequacy of the Construction Phase Health and Safety Plan and welfare facilities before works commence on site
• Ensuring compilation and delivery of the Health & Safety File to the Client upon completion


Statutory Approvals

Statutory Approvals of some kind will be required on almost every project and will also form the basis of Landlord’s Licences (or Developer’s consents as necessary) The following are the main elements ;

Proposed drawings

Prepare drawings of sufficient detail for initial submission for statutory consents, and as general indication of your requirements, in conjunction with schedule of rates and the brief.

Building Regulations

Submit drawings and liaise with nominated approver. Update/improve drawings as services etc. become available form contractors. Integrate necessary ongoing changes into refit project via the contractor.

Town Planning and Display of Advertisements

Prepare and submit forms, drawings and application fees for statutory approvals. Consult and negotiate with planning officers as required.

Landlords / Developers approvals

Submit drawings and any additional information for landlord’s approval via your nominated legal agent. Negotiate with Landlords as required, making judgements on extent of feasible work within project constraints and report back to client for direction.

Health and Fitness Projects

Whilst most clients understand their own business and the operational needs of their organisations, it's usually very challenging planning and implementing phased enhancements to your health club. Here at FYNE we listen, interpret and fulfil these needs with imaginative solutions thus enhancing your business expectations both in design and project aspiration.

With many years of experience in the Leisure sector both in project management and design, we can work in several ways, and provide whatever service you require.

Our standard route however would be;
•Take the project brief (with particular attention to the Client’s expectations)
•Initially, we would visit the site, and then prepare a detailed survey drawing.
•From the survey drawing we would produce an initial scheme drawing for your consideration. These schemes can be :

From your own brief, in the form of rough sketch or possibly a written company requirement document.

Alternatively, based on our own assessment of the space, site and customer circumstances.

• Having agreed the final layout with you, we will prepare detailed drawings to be used for pricing and statutory approvals.

Surveying the club at an early stage, and taking note of existing services and potential site problems will provide an accurate picture of the space and eliminate artistic license when it comes to modelling the space. This speeds up the production process with suppliers, as well as minimising any ‘surprises’.

Moving club services can result in unnecessary costs to a project. Whilst it may be essential to the overall scheme to move some, working with existing where possible is more desirably reducing cost and providing overall budget certainty from day one.

Working with a survey will allow for slight adjustments to the scheme. Once the adjustments have been agreed and finalised the ultimate layout can be produced and 3D modelling can take place if required for presentation.

Exact working CAD drawings can then also be produced for suppliers and contractors.

“Having the builders in” is always a traumatic time for clubs. Contractors and suppliers are great at what they do, but they don’t always look at the overall impact of the operational needs of the club when planning construction activities and methods.

There is always a three way balance between the needs and expectations of the club members, the need to maximise the clubs revenue streams during the upheaval and the contractor’s needs to work in productive and cost effective ways.

Most projects involve a certain amount of phased construction to accommodate access to existing facilities, staged area availability, phased move-ins, or other requirements. This is particularly true of renovation projects, and when projects are being built adjacent to existing facilities.

Multi-phased renovation projects where existing facilities must be kept operational. Along with all ventilation, electrical power, sewer and water, security, fire protection and fire alarm systems must be well thought out or unanticipated change orders will result.

Not only do we check the constructability to make sure that the existing systems can be segregated into parts during the phased construction we also check the clubs operation needs to provide guidance and reassurance to the clubs General mangers and members.

We can prepare the detailed descriptions and diagrams of the phasing requirements and restrictions that will be part of the contract documents. These can also be used in a less technical form in news letters to club members and posters for club notices boards.
